Categorical aids
Special Education Aid – Governor’s special education aid increase provides MMSD with an estimated $1,032,000 in 2007-08 and $1,721,000 in 2008-09.

• When revenue limits started in 1993-94, state SPED reimbursement was 45%.
• Current reimbursement at 28.6%.
• District’s resources declined by $9.4 million compared to the 45% reimbursement rate.

Bilingual-Bicultural Aid – Governor’s Bilingual-bicultural increase maintains the state’s 12% reimbursement.

• Provides an estimated $52,000 to MMSD in both years of the biennium.
• When revenue limits began, state reimbursement was 33% for bilingual-bicultural expenses.
• The current reimbursement is 12%.
• Loss of resources to the district of $2.2 million.

Combined, the decline in state reimbursement for SPED and bilingual-bicultural aid to Madison Schools is $11.6 million. The District estimates it will have to cut $10.5 million from its “cost to continue” budget for 2007-08 in order to comply with revenue limits.

SAGE (Student Achievement Guarantee in Education) – Governor increases SAGE funding from $2,000 per low income child to $2,250.

• Increase provides an estimated $737,500 in classroom resources.
for MMSD.
• First per pupil increase in SAGE’s 10-year history.

Revenue Limit Flexibility

School safety – Modify Governor’s school safety proposal.

• Allow expenditures for Educational Resource Officers and school security assistants at elementary/middle/high schools to be outside the revenue limits (Gov. only allows resources for police officers).
• Delete provision requiring 50-50 local municipality resource match.
• Support substitute language similar to Rep. Spencer Black’s proposal to allow $100 per pupil to be spent for security measures outside the revenue caps.

Beginning teacher mentors – Support Governor’s proposal allowing school districts to pay for mentors required by state law to be outside the revenue limits.

• There were 43 new teachers in MMSD this year with “provisional license” (which lasts 3-5 years)
• Would provide about $54,000 for mentoring costs.
• Can assume there will be a similar number of “beginning” teachers next year and subsequent years.

Legislative Council School Finance Study recommendation – Allow local school boards to vote to exceed the revenue limits by about 1% of the statewide average per pupil cost. (Not included in Governor’s budget.)

• Allow locally elected school board members to vote to exceed revenue limits by about 1% the statewide average per pupil cost.
• Provides an additional $2,172,544 in 2007-08 for MMSD classroom resources, based on the estimate of the Legislative Fiscal Bureau
• MMSD has cut nearly $53 million from its cost-to-continue budget since revenue limits began in the 1993-94 school year.
• Over 615 positions have been eliminated from MMSD between 1993-94 and 2006-07.

Elimination of the Qualified Economic Offer (QEO)
Oppose elimination of the QEO without corresponding changes to revenue limits.

• Eliminates the “greater weight” factors of revenue limits and local economic conditions in arbitration decisions.
• Without changes to the revenue limit law, changing the QEO would cause greater revenue limit cuts in the district’s classrooms.

How to Get Involved in MMSD Advocacy Efforts on School Finance Reform

On March 29, The BOE held a community advocacy meeting, focusing short-term on the governor’s budget and longer-term on the state funding system. There were approximately 90-100 community members present.

The meeting was broken into 3 segments: 1) education on the state funding system; 2) overview of the governor’s budget; and 3) advocacy. We had an extensive amount of Q&A with the audience.

I have also attached the talking points and sample letters.

How Can You Help?

It is important to write letters to your legislators in the next 4-5 weeks regarding the Governor’s budget. As you will see in the attached “talking points”, there are some items in the Governor’s budget that, if passed, could bring additional funds back to the district. To find out who your legislators are:

Write your letters and ask your friends to do the same.

Longer-Term: We are setting up a community “Legislative Action Team”. We are developing an email list of people who want to be involved. We will soon be setting up follow-up meetings and action items to start the longer-term lobbying to change the state funding process.

All the candidate’s web pages (linked here) have places where you can sign on. Not everyone can afford large donations, but everyone who cares should be able to find an hour or two to help shape the future of our district. The election is only a little over two weeks away. Now is the time.

Why this year is different for state public school funding

Many people in Madison continue to say that the district and its leadership (including the Board of Education) are helpless in changing the revenue caps and the way public education is funded in Wisconsin. They point out that the revenue caps have been in place for 14 years and at least during in the last three budget cycles (since 2000), districts have been screaming for help. I’m not a political insider, but here’s at least some reasons that this year (and definitely the budget cycle in 2009) is significantly different:

— A Democratic governor just won re-election but a significant margin (some could call this a mandate)
— The powerful Joint Finance Committee (for the first time I can remember) is comprised equally of Dems and Republicans (in the last budget cycle just 4 of the 16 members were Dems)
— For the first time I can remember, 2 of the 16 are from Madison. For years, there was no Madison representation on Joint Finance.
— This is the first budget cycle in which school districts are publicly saying that if referenda don’t pass, they will have to close (Florence last year; Markesan this past fall; and now Wisconsin Heights, which actually did NOT pass its referendum). Luther Olsen, who represents the Markesan area, is on Joint Finance. HE HAS HEARD AN EARFUL on revenue caps from his mostly-very-conservative constituents.
— Each year, state and federal percentages of overall school funding have decreased to the point that even “wealthy” suburban schools are in peril.

Testify on School Funding!

Please consider testifying or submitting written testimony at the series of upcoming Joint Finance Committee hearings. The 16-member bi-partisan Joint Finance Committee (Madison legislators Mark Miller and Mark Pocan are members) is the primary legislative committee responsible for appropriations and expenditures. They are the ones who take the Governor’s budget and make changes, then submit it to the Legislature.

Scheduled hearings are:

* Tuesday, March 20, 2007 from 10:30 am to 4:30 pm at the UW-Milwaukee
Student Union,Wisconsin Room, 2200 E. Kenwood Blvd., Milwaukee.
* Wednesday, March 21, 2007 from 10:00 am to 4:00 pm at the Arlington

Tips for testifying:

 Don’t just talk about problems: say what you want. In this situation, that the Legislature keep its promise of two-thirds funding for public education in Wisconsin.
 Arrive 15-20 minutes early if you can to register.
 If you bring your children, alert staff. They MIGHT bump you up in line.
 Prepare to wait several hours or more to testify. This is NOT a fair process: oftentimes lobbyists and “friends” of legislators get to go first.
 Bring enough copies of your testimony to give to each member and leave with staff.
 Make eye contact, smile and try to converse, rather than just reading.
 Tell at least one personal story (short) about how school funding shortages have impacted your children or better yet, your community.
 Keep testimony to a single type-written page (about 3 minutes: they’ll cut you off).
 If you can’t stay to testify, leave a copy of your comments with your name, address and phone with staff there.
 Consider registering as a panel (that way you all get to come up together and testify).
 Try to get other schools and families across the state to testify. Efforts are most effective when the legislators hear from people at EVERY SINGLE HEARING.

2007 Lobby Day : Raise Your Voice to Make Every Kid Count in the State Budget!

Join with the Wisconsin Council on Children and Families and other parents, advocates, teachers, service providers, professionals and concerned citizens to make sure that Wisconsin’s legislators make the needs of kids their top priority in the state budget.
